MERSEYSIDE'S water provider is condemned today for losing a staggering 26% of its supply to leaks - the second-worst record in the country. The amount of water lost from United Utilities' ageing pipes, equivalent to 35 gallons every day for every property, is described as "unacceptably high" by a House of Lords committee whose report is released today.

Murder Charge After Attack Victim Dies

A 19-YEAR-OLD man was last night charged with murder after an attack victim died. Stephen Tighe, 23, from Litherland, suffered a serious head injury when attacked by two men as he crossed Stanley Road in Bootle in the early hours of Saturday.

DOCTORS in Shanghai plan to operate today on a boy born with an unusually well-formed third arm. Neither of the boy's two left arms is fully functional, but tests have determined that the one growing closer to his chest was less developed and will be removed, said Dr Chen Bochang, head of the or thopaedics department Shanghai Children's Medical Centre where the boy, identified only as " Jie-jie," is being treated.
