IMPOSING a tax on single-use carrier bags would undoubtedly be well-intentioned. Indeed, this newspaper gave the idea a cautious welcome earlier this year. But then came a chorus of disapproval from the retail sector. Shopkeepers wrote in pointing out that they did not agree with single-use bags either, but were worried about the impact a tax would have on their livelihoods.

And this is an important point which should not be overlooked. Supermarkets can afford to impose charges for shopping bags, and many already do so voluntarily.
