LABOUR accused the Government of a "climb down", saying it had handed UK banks liable for the banking new levy a pounds 20 billion tax break.

Shadow Treasury minister Chris Leslie said the coalition had relaxed the details of its proposed banking levy so banks did not have to pay tax on the first pounds 20 billion on their balance sheets.
