The billions of pounds that Wales has received since 2000 from European Structural Funds has been described by many as an opportunity that can make a real difference to the development of our economy.

Yet, there seems to have been little change in the economic prosperity of the nation during the last decade and, earlier this month, a press release from the lecturers' union showed that the proportion of adults without qualifications remains higher in Wales than the other nations of Britain.
