LOCAL councillors should select members of the new-look House of Lords to give it a strong northern voice, one of Tony Blair's key allies suggested yesterday.

Hazel Blears, the party's chairwoman, proposed a system of "indirect elections" to prevent the reformed upper chamber being "London-centric".
