THE system for awarding maintenance allowances to students in Wales to encourage them to stay on in education seemed somewhat confused in both its objectives and the way payments are applied.

If this opaque system is not achieving its goals then perhaps scrapping it altogether would be best. The intention, broadly speaking, is to encourage youngsters from needy families to continue in education.
