THE final Welsh Government budget spells out where a total of pounds 14.75bn of spending is shared out among the main headline services next year . Billed as a budget for growth and jobs, it was drawn up during a time of shrinking funding from the Treasury in London, expected to fall by more than 11% over the next three years.
