MERSEY town halls face a "tsunami" of cuts to slash an astonishing 33% from their budgets over four years, a study warned today.
There will be inevitable "tensions" with residents as councils struggle to make the unprecedented spending reductions, according to the New Local Government Network (NLGN) think-tank.
