HOW interesting the legality of tactics used to raise revenue from cameras is to be tested in the European Court of Human Rights. Despite protestations from Richard Brunstrom and his cohorts, the system is designed purely to raise revenue and increase the self- perpetuating bureaucratic empire that is the Arrive Alive campaign. It doesn't work, as proved by increased casualties.
