THOSE of us whose job involved working occasionally in Soviet Bloc countries recognise that lack of 'common sense' policing here is symptomatic of a deeper problem that mirrors what was going on in Eastern Europe in the 1960s/70s.

The Soviet system not only developed rules and regulations for almost everything but an army of enforcers who had the freedom to interrupt them any way they pleased.
