Summary
THE proposals by the Richard Commission are to be welcomed as increasing democratic representation in Wales,making the devolved government more relevant and helping to create a framework for a better society.
At the moment the Assembly can only rearrange priorities within limits set outside -the proposals would make the Assembly a more real form of government. The stepped process of legislative devolution suggested by the Commission meets the need for whole areas of government, such as health and education, to be devolved. It avoids overlap between Westminster and Wales and should make for a better service and accountability to the community.See the full content of this document
