IF CORRESPONDENT B. W.Hale is to be belie ved,and the creation of a "no hope underclass" was due to the education policies of the '70s and '80s, then this would mean the outcome was the direct responsibility of Mrs Thatcher,first as Minister for Education in the early '70s and as Prime Minister for the whole of the '80s.
However, to suggest that there were ever any policies to remove competition and discipline from schools is nonsense. There will always be competition for students as they strive to reach the top of the education ladder. As for discipline -the result of the twin policies of creating an economic recession and reducing public expenditure vastly increased the number of dysfunctional families. The only place which provided a disciplined and stable environment for many of the children of these families was,and still is, the school.See the full content of this document
