This is a particularly unwelcome custom for taxpayers and small businesses, and I think HMRC underestimates the level of concern that letters from the taxman can cause. While the promise to collect the shortfall gradually via PAYE may provide some kind of tonic to a hefty tax bill, it should not disguise the impact it will have on people's personal finances. Net take home pay will inevitably be reduced at a time when, for many, wages have been frozen and prices have risen, thus adding to the misery of those who are struggling financially.
