A THIRD Welsh "revival", putting pupils back at the centre of the classroom, is needed to solve the crisis in education.

That's the view of the Welsh Government's senior policy advisor, who also supports proposals for a return to school banding, the introduction of a reading test for seven-year-olds and the merger of local council education departments.
