RE the articles "County lets 361 staff enter homes with no warrant" - Daily Post December 29.

Your headline above has somewhat perplexed me as I was under the impression that the council do not have the power to issue warrants to enter peoples homes. This is usually the function of the magistrates courts upon application by a suitably authorised officer of the council. A person generally has the right to refuse access, but it will then be for the authorised officer to apply for the warrant.
