MORE court fines are being dodged by offenders in the region than almost anywhere else in England and Wales.
Almost a third of fines handed out by JPs and judges in NorthWales from April to December last year went unpaid, Ministry of Justice statistics showed - the third worst payment rate nationally and far higher than the 18% average.See the full content of this document
