PRE-TOLLING. This is the principle of raising money for things like the second Runcorn Crossing bef ore they are built, rather than paying for them afterwards.
Actually,I made that up while stuck in the usual slow crawl across the Runcorn Bridge. It may have been a result of carbon monoxide poisoning,or simply a desire to find some form of distraction from the BBC and Lord Hutton,but,after reading this week that Lord Hunt is still fighting the Mersey Tunnels Bill,I started to wonder if there were other ways to fund toll bridg es and tunnels.See the full content of this document
