SPECIAL passes will be issued to people in Cheshire to stop residents crossing the border from Wirral and dumping rubbish in their recycling centres.

Cheshire council believes hundreds of tonnes of waste is being put into their tips by people from outside the county costing them around pounds 190,000 a year to recycle or put into landfill.
