LDP WITH each fresh announcement concerning the second Mersey crossing, across the river from Widnes to Runcorn, the scepticism fades just a little more.

In the midst of the Government's cutbacks feeding frenzy, it has been difficult to imagine that such a mammoth scheme would ever survive the ongoing cull. When every penny of spending is being scrutinised as never before, it has been hard to believe that the pounds 600m dream is still on the agenda - and is today again one further significant step closer to reality. Many people have, after all, believed that, in times of hardship, major infrastructure projects such as new roads, bridges, rail routes, etc, are the first to be sacrificed, as they only add to the public spending bill.
