NEGOTIATIONS to solve the United States' financial crisis continued on Capitol Hill last night as President George Bush pledged that political leaders would "rise to the occasion" and pass a "substantial" rescue plan.

Mr Bush spoke to reporters outside the White House to reassure Americans and the markets that talks were continuing to secure a 700 billion dollar (pounds 380 billion) rescue planwhich he has deemed necessary to stave off financial panic and a "long and painful recession".
