T IS difficult to understand why the Commons Defence Committee has chosen not to recommend a full public inquiry into the deaths of four young recruits at the Army's Deepcut barracks, in Surrey.

The committee's report into the unexplained shooting incidents was scathing in its criticism of 'insufficient awareness' of a duty of care policy for young recruits throughout the entire military chain of command.
