HOME secretary Charles Clarke has ordered an urgent investigation into how a brutally violent robber and a convicted drug dealer had been free to kill financier John Monckton.

The Chief Inspector of Probation, Andrew Bridges, will head the inquiry into a number of "serious questions" surrounding the release and supervision of Damien Hanson and Elliot White.
